[AccessD] Last Business Day of the Month

I wrote a function like that for the manufacturing system, and during
design, found that I had to include a holiday table so that each user could
define their own holidays or non-work days. So given the due date of a work
order or purchase order and the leadtime Program past each date going
backwards to the date checker, and the function returned whether or not
this was a workday.
