Hi Rocky,
1. The property sheet will be in the state it was last in when you opened something in design (the state is shared across table/form/query design), so if you don't want it to pop up in the middle of the view, then close it, or dock it on the side, and it will remember that state next time you open something in design.
2.
Yes, there is. You can use the "Use Control Wizards" toggle in the tool gallery, or you can set this through code (application.SetOption "Control Wizards", 0).

1) Is there a setting that will open a query in design view with the
property sheet not visible? (It's always in the middle of the QBE grid or
hiding part of the tables.
2) When creating a new command button, is there a setting that will
disable the command button wizard?
