I understand where you are coming from, but the powers that be have
stated that we need to use the network scheduler versus setting up a SQL
Server Agent Job.  There are also some external items that need to be
part of the job.

Not sure if this helps but would you consider using the SQL Server Agent
to 
schedule and execute the stored procedure?  The interface to create a
SQL 
Server Agent Job is quite straightforward and it can write entries into
the 
Event Log upon successful/failure.
