In theory, yes. In practice, if the scope of an Identity column is
insufficient, use a GUID instead.

the identity column's going to hit a ceiling, right?

Microsoft says it's only limited by the amount of available storage, but
somewhere else they say that a file can't be larger than 32 tb.
