Do you mean the one on the task bar? The "quick and dirty" way is to make a shortcut to the program, file or command you want to run, then drag that onto the quick launch bar. It's saved in a folder somewhere in your current user settings - C:\Documents and Settings\Jon Tydda\Application Data\Microsoft\Internet Explorer\Quick Launch (That's for XP Pro, might be different for 2K).
