I'm not so sure that this is true.

I've done full O2K without Outlook more times that I care to count.
The last time I installed Outlook was when OL97 was new, so you can do
the math on that one :)

Not to mention that our IT folks do it all the time. We use Groupwise
not Outlook here at work.

Some components of Outlook may be installed (or other Office
components), which will hose newer versions of Outlook. That's I can't
say for sure.
