I'm currently troubleshooting a similar problem for a client. I'm using the
30 day trial of Ipswitch's WhatsUp Gold, which I think someone here recently
recommended.

It has definitely helped to pare down the scope of the problem.

I've got the DSL service eliminated as a source of the problem (which is
what their IT was pointing the finger at) and have it down to an issue of
the terminal server, VPN or a local PC. IMO its the vpn but I have to prove
it before I say it ;o)

Anyhow, its easy to set up and definitely can help you pinpoint the area of
concern. Plus its free for 30 days.
