Right. I think that when a file is in use, it copies the new file somewhere else. Then when it is booting up, the system uses the registry entries to find what to copy from where to where or to delete from where. Next time this happens, look at those registry entries and I believe you'll see the files that could not be overwritten. That information must be stored somewhere in the system, retrieved, a specific operation is then performed and then the system continues the reboot.... Now what and where would that be?
