That's the one. When I downloaded it it was 11,514,880 bytes (using 11,517,952 on disk). It runs just fine on Windows XP SP2.
On the file property sheet, in the 'Summary' tab I see...
===================================================
Revision number is {D6B4531E-FEAE-4B7A-B50C-2CE5BEDF62BC}
Comments : This installer database contains logic and data required to install the Microsoft Application Compatibility Toolkit 5.5 including the agent framework and data services.
===================================================
The CRC32 number for the file is B119B150 as calculated by this little tool...
http://www.shareup.com/getfile.php?v=&file=http%3A%2F%2Fffulgore.free.fr%2Fsite%2Ff-crc%2Fdownload%2FF-CRC%2520Calculator%2520v0.60-setup.exe
If you get a different result then it would appear that your feed from the internet is getting corruptions. Bad NIC?

Tried it 3 times now - same result.
I am at:
http://www.microsoft.com/downloads/details.aspx?FamilyID=24DA89E9-B581-47B0-
B45E-492DD6DA2971&displaylang=en#filelist
and I scrolled down and selected the one that says:
Application Compatibility Toolkit.msi
11 Mb. Size
This is correct, is it?
