How about using horizontal lines (eg three dashes plus enter)?

For s particular series of documents, I need to create several levels of
headers. That's easy. The catch is that I need them underlined, and I need
the underline to extend all the way to the right margin. If I modify the
style of H1, say, to be underlined, it just underlines the header's text.
Not what I need. I need the underline to go all the way to the right
margin. I also need to do similar things to the page header and footer (in
the latter case, the line should be above the page footer).

Any hints or suggestions how to achieve this?
