Most likely either your process isn't granted the necessary rights for that tree, or some other process (could even be Windows Explorer) holds a lock on a file in the tree.

I am getting nowhere trying to delete the directory of interest. despite the leads offered. I have another idea. How can I reboot and go into the cmd prompt rather than loading Windows 10?
