[dba-Tech] WAMP server setup - cross-posted

Hi,

Wanting a local installation of WordPress, need to set up WAMP server. 
Thought I had it all set. Did all the VC redistributable installations. 
Checked all the host file info, have Skype disabled, disabled 
anti-malware for the moment, etc. Did the installation using 
administrator privileges.

Go to run, command window pops open, switches quickly, so the only title 
bar I can read is Administration Windows Power Shell.

Does anybody here know what is likely to be wrong?
