This is not the case, so don't bother. 
That feature is turned off by default. What is turned on by default is the sharing among your in-house machines which can be quite useful if you are on a slow or transfer-charged internet connection.

Windows 8+ is quite clever downloading updates. It is a low-priority process that gets kicked back as soon as you start working with something.
The monthly updates are fetched and installed quietly by default; the larger semi-annual updates are fetched quietly, but first when fully downloaded are they presented as an option to install as this may take a while.

btw speaking of windows updates, by default windows sets you up to be an update server for them, i.e. they use updates downloaded to your machine to serve up to other windows users out there.  Find out about that and turn it off!!!
