Re multiple VM's 
I suspect that would only be a problem with the amount of RAM needed.
I suspect that the MS version for win 11 maybe only comes with a Pro licence.
Also - each of the OS instances will need a licence.
Maybe - it may be worth considering running the testing system Access under a
Linux system with linux VM's and a windows compatibility facility.
 
Alternatively - maybe a MS virtual OS on their virtual server (cloud) maybe £50
a virtual system - but check the connections (download and upload speed) needed.

Then again - maybe an old version of a Server facility may be available at a
cheap rate 
but - remember - no security updates !

Libraries systems are single user at the locked down PC   with browser support
and  the apps being online facilities with access through the browser with no
install at the PC.

The Library system is exactly what we want.  The difference is that instead
of just one set up we may have several people all wanting to test the system
at the same time.  Because we want to provide each user with their own
environment, we will give them their own Windows Login.  This login will
give them access to their own copy of the software and folders specifically
for their login.

The VM path is interesting.  Is it possible to have several virtual machines
running on the same PC with their own logins?

  Maybe a PC with a VM, which has nothing on it but your app, which they
could remote into?

  You could then backup/restore VM's as needed for them to try out your
product, and it would not matter what they did with it because you'd be
wiping out the VM and restoring your "gold copy" for the next person.

We are looking for a long term solution with potential purchasers being able
to play with our software before purchasing.

I was told that a licence for Windows Server would be more expensive than
the benefit we would get from it.

Windows Server 2022 will run for 90 days without a license.
Configured as a Terminal Server, it will allow multiple logins without a
license server, though limited to 60 minutes for each session. If timeout is
reached, just log on again.
