That's how all of them that I'm familiar with work. 

Personally, I've been using Roboform for 20 years. The only password I have to remember is my Roboform master password. 
I can't trust the internet here so having a purely cloud based system doesn't work for me. They used to have a USB flash drive option so I could carry a flash drive with me but now they dropped that in favor of a cloud version that's available on most devices and the web. I have my local copy automatically sync to their server so my logins, bookmarks, identities, contacts  and secure notes are anywhere I need to access them now. Like Roboform, most of them have a password generator so you can just have it fill-in a very long and secure password for you. In essence, I don't know most of my passwords because they are ridiculously long and complicated. There's also some functions to check for weak passwords or passwords that you've used on more than one site - major no-nos these days.

They are stored in an encrypted file, with the password to get into that only known to you.  It is up to you to use a password that cannot be hacked.  I use a 12 character password with upper / lower / number / symbols.  It is ONLY used to get into my password manager.

The passwords are stored on your PC as well as on the web.  The file on the web is used for syncing passwords, adding a new device, adding a new password on one of the devices etc.
