Is Roy the admin? Does Paul know the password for Roy's account?

Colleagues,

I have a friend with a serious problem that I am trying to resolve.

This friend has a computer set up for him by a fellow (named Roy) who is not
responsive to our efforts to reach him. My friend is not savvy about his
operating system. Roy set it up with two accounts, Roy and Paul. 
 From inside Paul, it is not possible to go to root. The command always gets
"permission denied" as a response.
